Shouldn't my friend be pressing charges?

Today my friend got the crap beaten out of him for being gay and had to go to the hospital with broken bones and a concussion. He won't listen to me when I tell him he needs to take legal action though...does he have any right to press charges? (he's 14 and so were his attackers)
